is a senior distinguished fellow in the directorate of the Politics and Economics Foundation. He also has served as political director of the Foreign Office and ambassador to China and Japan. Since 2014 he has held visiting professorships in California and Japan, as well as at Berlin’s Free University and the Hertie School of Berlin.
